Classified information in Ukraine: status and problems

The article deals with the evolution of the legal status of proprietary information in Ukraine since the Soviet period. The problems of regulating access to information marked ‘For Official Use’ are analysed and ways of solving them are proposed to ensure a balance between openness and security.
